a) The instruments must be designed to prevent accidental activation. b) If the instruments contain explosives, explosive materials or explosive devices, these matters and materials must be excluded from group 1 of dangerous items by appropriate regulatory authorities of manufacturing countries, complying with conditions under Doc 9284. c) If the instrument containing lithium battery: -The amount of lithium must not exceed 01 g with respect to lithium-metal cell; -Total amount of lithium must not exceed 02g with respect to lithium metal battery, -Watt-hour rating must not exceed 20Wh with respect to lithium-ion cell; -Watt-hour rating must not exceed 100Wh with respect to lithium-ion battery, – Batteries must meet testing requirements specified in Sub-section 38.3, Part III, UN Manual of Tests and Criteria. d) If the instruments contain gas to spray ink or pigment: -Only permit transportation of small gas containers and canisters containing no more than 50 ml and containing non-toxic, non-flammable gas; -Released gas must not be able to influence or irritate flight crews while on a mission; – In case of accidental activation, all dangerous effects must be detained within the instruments and must not cause noticeable noise; e) Defective or damaged security instruments shall no be transported.

1. When following procedures for transportation acceptance, aircraft operators shall detect, interfere and eliminate dangerous items not specified in these lists or banned or restricted according to these lists.
2. If the aircraft operators specify otherwise relative to provisions of these lists, inform passengers and aviation security forces for coordinated implementation. 3. If the aviation security forces detect dangerous items during examination and aviation security screening, inform representatives of the aircraft operators to decide on the transportation as per the law.

Dangerous items including but not limited as instrument, tool, fuel, material, etc. used for serving civil aviation operations, non-aeronautical services, repairing, construc- tion, medical works etc. in the security restricted area have to be listed by the organizations who used these dangerous items. The taking and using these dangerous items have to comply with Article 33 of Circular No. 13/2019/TT-BGTVT dated March 29th, 2019 revised by the Circular No. 41/2020/TT-BGTVT dated December 31st, 2020
